Headlight Problems Please Help!!!

Ok guys i put an HID kit on my 99 vette and as soon as i was done the headlights only go down 3/4 fo the way... thought it was the batt. voltage but its reading 13.8 on my display theres nothing in the way of the lamps closing sometimes they barely go down sometimes, sometimes though i get 3/4 out of em... i adjusted the "angle **** lol" to where they sit flush but up one more time and down back to the same problem... also if my fog lights arent on they wont go down i have to click back up to fogs then to off just to get my 3/4 out of em... please any ideas as to how to fix woudl be awsome...

Are you sure it's not hitting the plug for the lights? I have trouble with mine coming up. I have to turn them on and off at least twice, then they come up.
