Do i need to run control arm relocation brackets To help my 60. and i am going to scale the car and find the L,C this weekend if i get my shocks.

They will allow you to move your instant center rearward which will help your 60' times.

what would it do to a car that is already 60'ing 1.29 without them?

You could try them if you are bored and have nothing else to mess with... but honestly with the power/weight of your car and the 60 foot's that it's running I wouldn't go changing a whole lot on the car. It's obviously working.
