For a trans set up like that powerbraking to 1100 rpms and flashing it should give best 60ft times. Looks like a trans problem as first guess.
In regards to the 2-3 shift problem there are two variables that control that and could be fighting it out if its not the trans issue. Make sure your tuner sets the rear tire height and rear end gear ratio correctly first. If your tuner is not available find someone with EFI live etc... so you can look into the tune.

Pull the converter and have it checked. a Broken or incorrectly installed Sprag will cause all of the issues you are having.

No stall and low MPH.

Cheap to check. If you have one any where around just toss a different converter in it for a weekend.

So issue is still here.

Pulled valve body off trans. Found the pulse width modulation valve that came in trans go shift kit was trashed. So we had a theory that we were getting pressure bleed off and that it was trying to apply lockup clutch when I go wot. Got a stock valve and new spacer plate. Bought a cheap B&M shift kit and installed it with stock valve body. Car shifts way firmer now and has no more 2-3 flare issue. But still wont launch.

Scanner says that lauching it off 1000 rpm, it will only flash the convertor to about 2400. Brake stalling it, it will only stall to about 2800 and then it just pushing through the brakes. Stalling it as high as I can on the brakes, it will only flash to about 3200 when I mat it. Its a PT 4400.

Convertor acts great though other wise. From a roll the car is stupid. I had the ET street rolling smoke from a 10 mph roll. Car shifts at 6800 and only drops to 5500 so shift extensions are fine too.

I am at a loss here really. Dont know wtf is goin on.

I see you have a 9in. You got an adjustable torque arm too? Check or change pinion angle.

Mike, at post 21, has the right idea..Look at the tune B4 U condemn the verter...Timing, AFR, will affect the stall..

I love how everyone points their finger at the tuner first!

The car is fixed now. When the trans was rebuilt for the first time 3 years ago, the wrong pump was installed and the shaft for the stator was too short.... so short that it wasn't engaging the stator inside the converter. I have no idea how the car even moved the way it was, but somehow it did. The trans had been gone through twice since the initial rebuild, but the same pump was reused both times. The correct pump and a new valvebody/shift kit have been installed and (with no changes to the tune mind you) the car now launches like a monster, shifts perfectly and pulls WAY harder than ever before throughout the entire power band. Funny how something so simple can go unnoticed and wreak such havoc!

Looking at the tune was an "elimination item"....Apply the "kiss" principle...Check the easy things, first...
