Manual brake conversion with skinnies

Would you swap the lines going front brakes to rear? Would that do the same as a proportion valve? Or be a better start?

Yes, move the line for the rear brakes to the rear of the master cylinder. You can try it without a proportion valve, it should be close to the correct brake bias. If not, you can always go back and add an adjustable proportion valve.
