Default roll cage and jacket rules? (IHRA)

last time i went to the track i ran a 10.75. the offical told me that i already need a cage. is this right? i thought that to run 10.99-10.00 you only need a roll bar not a cage. from what he was expaning to me is that, 11.39-11.00 need bars and 10.99 and quicker need cages. he also said that i need a jacket. i though that was once you get into the 9s. the track i race at is a IHRA not NHRA. what do yall think?

10.00 to 11.49 1/4 mile.

"Rollcage is mandatory if entry has an altered floor or firewall or if vehicle exceeds 135 mph. On all other full bodied applications, a six point roll bar is mandatory".

This is from page 92 of the 2004 IHRA rule book.

I don't know if IHRA is similar to NHRA, but NHRA requires a 5point (driver door bar) from 11.99 to 10.00 with no modifications to floor, firewall, or no back-half cars (tubs ok). This is on hardtops, convertibles need a bar starting at 13.99 to 12.00 and a cage (halo and down bars) at 11.99. Both require jackets once you enter either roll bar or cage territory. yea i always thought that NHRA was always stricter on there rules.
