IF you can do correctly and quickly, than yes it will help your ET's.
Is it safe? Well, that depends on how long it takes you to learn to do it. Numerous times hitting the rev limiter or missing gears because you didn't quite have the clutch in far enough, can take it's toll. Usually it's something you have to learn.
It's better to learn on something you don't care about. I myself have had several 5sp daily drivers/beaters that I used to rape every once in while to practice. Once you get the hang of it, it's just a matter of doing it a little faster in a car with some actual power. EX- "power shifting" in a 15 sec Honda won't be quite the same as doing it in a 12-13 sec LS1

It's safe, I've done it to all my cars (manual). Just be sure that if you miss a gear let off the gas instantly so you don't hurt the engine. It does take time off your 1/4 ET.

powershiftin'
i granny shifted my 98 ta to a 13.28 at 104, with a bad 3-4 shift due to bad synchros. i was runnin 13.3s at 108 before that with shitty 60' times. but i learned how to powershift it and im gonna run it again. its def faster now and i bark 3rd everytime with 315s on the back. its sick

it depends on the track. If its slick lift when you shift if there is good traction then "powershift". I almost never shift without lifting or at least breathing it some. Powershifting will tend to unsettle the car a bit and it's harder on parts. The most you'll gain is .1 to.15 tenth. Although a powershift on the 3/4 shift will get you 1 mph in trap speed
