SFI Rules for floor mount 5 Point Harness

I know they have to be re-certified every two years, but is it still SFI 16.1 for 11.99 and under?

I thought floor mounts were no longer legal in 2006 ?

This is all I saw;

"Three inch driver restraint system (seat harness) SFI Spec 16.1 mandatory in any cars 11.99 and quicker and convertibles 13.99 and quicker."
