Im a bit confused about how reaction time has anything to do with your 1/4 mile time at all. Say you have a 1 second reaction time, and a 13 second pass, with a perfect rt' would that mean a 12 second pass?

^^^What he said.
There is zero relation between ET and RT. You could have a 15 second light and still run a 13 second pass.... Although if you have a 15 second light you have bigger problems

Reaction time has no effect on your elapsed time. However if say both cars are running 13.00 and one cuts a .050 light to the other's .100 light, one will arrive .050 seconds sooner at the finish line.
