the 100 lbs / 10 hp equals a tenth can be true, but it depends on where the weight is lost (sprung vs. unsprung) or where the hp is gained in the curve. For example 100 hp to a 13-14 second car will yield a second if the car can use it all and get a good launch. But that same 100 hp to an 11 or 10 second car might not net the full second do to added wind and rolling resistance.
