A good tuner always uses a combination of the two... Tune on the dyno, followed by street tuning. It is easier and safer to do WOT pulls in 1:1 gear on a dyno... and you get feedback on the power/torque it is making and what changes to the fuel/timing do to those readings. A wideband should be put into the exhaust ahead of the cats if you have them, and used to tune the fueling from idle to WOT. Sniffers in the tailpipe don't cut it for precise tuning. Drivability is then done on the street because rolling idle and coast down are more acurately done during actual driving. And a verification of the LTFT correction is done while driving as well.
