It really could depend actually although I dont know about the Cutouts doing all that..

The reason I set mine up with cut outs in front of the cats was to keep it quite when closed. I knew for a fact I could not get the most out of the car running through cats and a muffler. Way too restrictave.
Also the shock factor when street racing was awesome. Cut outs closed, set the line lock and warm the tires up. Release the line lock and open the cut outs as I idled to the starting line. The look on people face, the "WTF just happened to that car" look was great. Straight open headers (with 12" extensions) and big cam is a wonderful sound.
