Is this valve float?

If it is still moving and revving fine, my guess is valve float.
If it acts as if something is broke or that the revving just goes to ****, my guess would be not enough air getting into that sucker!

I don't agree with this. At the end of the thread, it was found that the cause of the problem at the higher RPM on his car was the exhaust system and one of the converters.

Check out the graph in my signature. The power plateaus and stays flat from 6k-7k because the LS1 style intake isn't flowing enough to make any more power.
Put a better manifold on it and throw it back on the dyno.
