I need a place that will pass a '99 C5 with three 'not ready' codes. Yes, I drove over 700 miles since last disconnecting the battery. Yes, I did the obd2 cycle. Car has cats, no CELs. Thanks for any help.

Pull the codes its kicking if there are any just in case.
Cycling can take quite a few trips and there was in a specific proceedure (see the PCM section) to get everything as "ready" as possible.
If you dont do it in a specific manager, the car wont set the specific ready sections.

Well, depends on what shop did the work. I have heard things for some shops on how they get stuff to "work" and basically you gotta make sure the parts are operating correctly before going any further. I do not live in NJ so as far as those specifics are concerend I cannot help BUT making sure your getting feed back for the O2's is a priority, and you may need to have stuff turned "ON" in the PCM Tune.

as of aug. 1, NJ does ONLY emission inspection. nothing else. all theyll do is hook up to the OBD2 and read the emission values. im not 100% on passing with a check engine light, but assuming it doesnt have to do with emissions, you should pass.

That's the problem. It is emissions related. The three systems are giving 'not ready' codes. I failed three times already because of these damn codes.
The CEL isn't on, and it hasn't come on.

OK, let me explain what Not Ready codes are. They aren't error codes. They don't cause a CEL. What they mean is that the ecm hasn't performed some kind of diagnostic on the emissions system in the car. If you have three or more, you won't pass inspection. Just because your car has a not ready code, it doesn't mean that you have any problems, just that the ecm is taking it time performing the check..
Yes, my car has cats and rear O2s.

You need to find some one with HPtunner or EFI live to check the codes. It is possible that if who ever tuned the car did not tune out the codes the proper way you will get not ready codes. If they are tuned out properly you could disconnect the Battery and check readiness status on the first key on and the should read ready.

Problem solved. I brought the car to Matt at TTP in Little Falls, NJ. In about 10 minutes, he fixed all the problems with the tune. I drove straight to the Wayne inspection station and passed no problem.
BTW, the car was tuned at Krazy House. Matt was honest and said they did a pretty good job making power, but messed up with the other settings, and that's why I was getting the not ready codes.
