Need help registering a car in PA

Need help registering a car in PA

I have a guy interested in buying my car. He is in PA and I am in CT.
The problem is in CT DMV doesnt issue titles to cars that are 1980 and older. You just use the registration and a bill of sale when you sell it.
He is telling me that the PA DMV will not register the car with out a title. How can this be true? There has to be a way that PA and CT DMV's can cooperate to make this work..

He will be financing the car so one of the title companys wouldnt work.

Did you read my post?
I own the car out right. CT doesnt issue titles to cars that were made in 1980 and earlier. You dont need a title to sell an older car in CT just the registration and a bill of sale.
I cant get a title..
