so for all you guys that fail the sniffer, what do you do? just show them a b.s receipt for 200 bucks worth of " repairs"?

From what I have read, vehicles that are 10 years and older are only tested diagnostically without a sniffer/smog test. However like stated above, people have failed due to not having cats. I personally was looking to maybe get a high flow cat welded into my setup, but that would only happen if I were to fail. Plus it would be after the cutout anyway

Do NOT go to the DMV on Airport Rd in New Castle / Newark. I have friends who have been able to pass through the Hessler Blvd / Wilmington location with tinted windows and had no issues. Employees at the Airport Rd location seem to be extra miserable when it comes to modified cars, don't ask me why.

I recently (2 weeks ago) took my cat-less GTO which has a full engine swap and is a different color than on the title and failed at Airport Rd DMV for tinted side markers. Just make sure wherever you go don't have any CEL lights. There is no sniffer up north from what i've seen and in my 2 1/2 years of living in Delaware I have taken probably 5-7 vehicles through the two NCC DMV locations.

Not to thread jack but since we're on the topic of Delaware. Are there any car meets up north once the weather is nice? Only two things I have ever seen/heard of here is 95 rest stop and Supermarket parking lot at Four Seasons off 896 both have been very "tuner" heavy.

Thanks for the comment, I will be sure to take it up north for inspection. To answer your question, unfortunately not many. The ones I have gone to in Delaware are of course the meets at 95 and then during spring/summer Fox Run holds a car meet where a lot of older and newer muscle cars show up.

I know they also had a Camaro show at the riverfront in Wilmington last year, I couldn't make it but I will definitely be going this year.

Follow Up:

So I failed at the Airport Rd DMV for tinted windshield, tinted tail lights and tinted side markers. I took off the windshield tint, pulled the bumper and replaced the side markers with OEM amber ones and swapped tails with someone local who had some stockers. At Airport Rd they were so smitten when they failed me I refused to go back. Fast forward to today and I go to the Wilmington DMV. First set of inspection lanes I get a note on my paper that says tinted windows (which is fine I have a waiver) and tinted headlights (tinted headlights WTF who tints headlights).

Luckily when I went to the second garage I got out and spoke to the guy. Said something along the lines of, "I know this says tinted head lights but if you could just take a look you can see there is no tint on them". Luckily he took one look and said he had no idea what the first woman was talking about, didn't even bother with the OBII and printed out a passing inspection sheet.

These places are a HUGE hit or miss depending on the person, the day, their mood etc. Good luck OP, hopefully I will see you around once the weather gets nicer.

Thanks for the reply. I appreciate the advice on where to go. However I am getting a little sick of smelling like exhaust every time I go out, so I may end up throwing on a car regardless lol. Looking at the magna flow 59959 at the moment which would go directly after the Y pipe before the cutout.
