(6) Inspect exhaust system and reject if one or more of the following apply:
(i) The vehicle has no muffler or muffler has external repair.
(ii) There are loose or leaking joints.
(iii) There are holes, cracks or leaking seams in exhaust system.
(iv) There is a muffler cutout or similar device.
(v) Part of the exhaust system passes through the occupant compartment.
(vi) The elements are not securely fastened with proper clamps and hangers.
(vii) The exposed exhaust system does not have adequate heat shield or protective system.
(viii) The exhaust does not discharge to the outside edge of the vehicle body, including a truck bed, or as originally designed.
I passed with no EGR system, no A.I.R. system, LT's, Y-Pipe, no cats, GMMG exhaust, 5.3L heads, mid aggressive cam, larger injectors, etc.
My T/A has been exempt for the past couple years (<5000 mi/yr) so they don't do the test at all now - but back when they did - no problems passing. No visual inspection here either BTW

my old 98 auto formy passed emissions last year with full exhaust no cats etc, no egr/air,..i just got the coded turned to no fault or whatever via hp tuner
There is more to passing emissions than having no codes. There are monitors that keep track of all the different emissions system. I'm not positive how deleting codes affects these monitors. 2001 and up can only have one monitor not set, 2000 and lower can have 2 monitors not set.
the monitors are:
egr
misfire
evap
catalyst
heated catalyst (some cars)
oxygen sensor
heated oxygen sensor
thats all i can remember. Basically these monitors will set a code after they go thru a few drive-cycles with the problem present.
In PA emissions must pass before state inspection. If your vehicle passes emissions, meaning the "readiness" checks, including tach signal, odometer, etc all pass; i have been told that by law they are not allowed to fail for cats or egr on the visual inspection. Reason its double jeopardy. I have talked to multiple friends that are techs and some say this is true, some say its not. Its all in the technician.
Yes when tuning a car you can change it so that it can "warm" up the sensors but not transmit and error codes. I just modified mine with EFILIVE and passed OBD2 scan with flying colors.
For the most part if you are concerned about your car and dont have a scanner, go to advance auto, ask them to scan your car, if you have no codes present and your readiness checks are good, you should pass.
BTW 1996 to 200X are allowed to have 2 Not ready's
200x are allowed to have only 1 not ready
