Default Need Transmission Reprogram in Daytona

I recently sold my '99 Z to my Dad who will be picking it up and driving it to Wisconsin next week. Before he does, I need to have the transmission lockup points adjusted. It takes 3-4 minutes to lockup at 70 mph, and then cycles in and out every few minutes. It also won't lockup consistently at speeds below 70. The car was tuned with HP Tuners by the previous owner, so I don't know what settings are original and what has already been changed. It has a TCI 3500 TC.

I'm hoping the car will get him at least 20mpg for the trip (it gets 12 around town and I haven't had it on the highway enough to know reliably what it will get). A functioning lockup will go a long way towards improving the mileage.

If anyone thinks these symptoms sound like a mechanical issue instead of a programming issue, please let me know.

I'd be happy to pay with beer, steak, or cash...just let me know.
