Need help- 98 PCM or Tech 2

Here is the condensed version:
Bought Supra, bought V8 & a bunch more stuff...
Put V8 in Supra, ordered HP Tuners...
Tried HP Tuners, found VIN is showing as foreign characters...
HP Tuners says I need to take it to a GM Dealer that can put a valid VIN in with a Tech 2.

EDIT
Keith from HP Tuners stepped up and took care of the problem.
