Do any sponsors certify cars for inspection for Insurance companies?

Do any sponsors certify cars for inspection for Insurance companies? Okay, friend is buying a car. Insurance company wants the car certified before they will offer coverage. I'm not sure if the car will pass certification due to it have a check engine light. Any ideas? The check engine is due to the torque converter and the headers. I'll find out for a fact in a few days when I scan the car.
Anyways, any help would be greatly appreciated. Thanks.
Geico wants him to go to Pep Boys for them to inspect it.
