hks gt wastegate

Default hks gt wastegate
I just got a hold of a hks gt 60mm wastegate. I do understand the whole concept of how a wastegate work but this particular wastegate have a vavle that is smaller then the inlet meaning it dont seal off completely as you see in the pictures. Im use to seeing wastegates that close completely so the turbo can boost up then starts to open when you get to that boost setting. what im asking is, Is this right for this wastegate and please explain why its like this? thanks

you need the sealing flange.

The weld flange has the valve seat built into it. It will seal just fine as long you get the right flange for it.
