Default Are my goals possible?

This is what I want:
I want a turbo.
I would like 650-700rwhp.
I need to pass visual inspection here in new york
I want the car to look as stock as possible.

Needing to pass inspection is my obvious problem. This requires using stock manifolds, which means i'm limited to using a rear mount turbo.

Will stock lt1 manifolds flow enough to reach my hp goal?

Would an upgraded sts kit reach that goal or will I have to build a custom set-up?

Can someone recommend a turbo that would bu suitable?

I've done alot of searching but haven't found the info i'm looking for. So any help would be appreciated.

You can do it with a rear mount but it wont be too easy. ie bigger turbo, intercooler, 15+psi of boost, forged short block just to name a few.

Search for Longrange4u's rear mounted 88mm turbo camaro and Zombies thread then see for yourself.

you could do a kit similar to a INCON kit. It uses a stock style manifold. would be pretty tough to tell you did anything at that point!

Yes.

If you choose the parts carefully you do it with an STS kit.

The upgraded turbo is a 67, for a 383 you could probably go up to a 76 but the charge (inlet) pipe may be a restriction at that time.

You have already upgraded the heads. You will want to go with a fully forged bottom end (if not already), a turbo cam, an intercooler, at least 60 lb. injectors, dual pump boost referenced fuel system, etc. I would also go with a stage 2 methanol injection system just for system safety's sake.
