Re: ? about waste gate wastegate is on the exhaust side before the turbo. Diverts exhaust away from the turbine. Less flow to the turbine results in a slower spinning turbine and thus slower spinning compressor wheel. Slower = less boost.

There are semi-adjustable wastegates, basically you pre-load the spring a bit to change the boost level.
you run into issues if you try to turn a low pressure spring up too much with preload. You get to a point were there's so much preload in the spring that it's basically at coil bind and it can't open any more. You end up with boost creep then.
It's better to use a light spring and use a controller to get the level you want. Overall response and controlibilty are pretty specific to your setup however.
