STS boost control oddball issue

STS boost control oddball issue For the longest time the STS dual stage boost controller worked like a champ. Then did a boost gauge swap and around hat time or shortly after it will not go to the hi boost setting when activated.
All power and grounds are to the switch, signal wire to boost solenoid is good and when switch is activated the signal wire has 12v to the sol. and I can see and feel the sol. work/valve move but still no change in boost.
I have removed the sol. and bench tested it and it works same as it does with the vehicle harness.
Any ideas? Faulty regulator?
