Probably would be lumpy as hell but I doubt the motor could run on its own? Why do you ask?

If it truly had 0" of vacuum at idle, then cracking the throttle open would make no difference at all.

Right, it's a motor that isn't drawing any air, or its idle speed is also its WOT speed which is unusual to say the least.

Looks like maybe a trick question. 0#'s of vacuum is no vacuum or 101 KPa. 0" inHg is 14.7#'s of vacuum or 0 KPa.

no i think he means a supercharger putting out enough boost at idle to make 0 psi instead of vaccuum like a turbo or smaller supercharger would have at idle.

No, because if 0 psi got into the intake plenum, it wouldn't be at idle any more.
