this is the first time i have seen one like this, has anyone used it? How is the quality?
by the way the merge is shaped it looks like one header sits normal, and one faces forward, but im not sure

Yes that kit has been used. A few people have gone 10's with it. The metal its made of is inferior and is prone to cracking. The people who have used it have issues with the driver side header not lining up and having to wallow out some of the bolt holes to get it to bolt up.
Most of these e-bay turbo kit threads get locked because one of these pops up every so often and it gets explained over and over again, so IBTL
