Want to maximize current setup, opinions wanted

Turbo kit on the car currently is a TTi style kit (turbo sits in stock alternator location), using a MPT-70 turbo @ 15psi. Car currently makes just over 600rwhp thru a 6 speed and 12 bolt (lost 100rwhp with the 4l80e in the car now).
I'm contemplating my next move with the car and I'm between either:
A. Changing the MPT-70 out for a TC76 or TC78
Or
B. Changing out the heads to 317s, changing the intake to a ls6, and doing a larger cam similar to the epp/brute speed cam
Which would make more power? Driveability isn't a big concern either way, cars not a DD. I'll eventually upgrade the turbo, but should I do more with the top end of the motor first and see good gains with the smaller existing turbo and same boost level? Or keep the motor as is and just change out the turbo to a larger more efficient unit at the same boost level?
