Bad truboost solenoid?

Im having trouble getting past 11lbs on my comp 80mm with 1.32ar on my forged 370.
Im using a 11lbs spring in my tial 38mm gate. Off the spring I see 8 or 9psi. With the truboost at 30% or 90% doesn't make a differance I see 11lbs max.
The car is at the dyno right now and im trying to help diag the issue.
They put direct off the turbo boost to the top wg port and it will boost 16 psi on a quick street run easily. So I'm thinking the solenoid is stuck.
Any one have this issue??

I had a bad AEM tru-boost solenoid one of my cars. Worked perfect for about 2 years then took a ****. My 20lb setting started going to 24 or 28 with nothing changed. I started doing a little asking around and heard relatively similar stories out of the AEM solenoids.

They checked over everything and its all hooked up right. Im going to have aem send out a new solenoid, I think its staying closed and not allowing boost to flow through it and go to the top of the wastegate port.
