Turbo test?

Turbo test? I have a few question on testing a turbo before install and after.
First ill explain, i bought a few diffrent size turbos for a great price. There all used and have anywhere from 3000 miles - 5k. i did a visual inspection and all looks good. Are there any test that a shop can do to test the oil passages and everything else internal? or is it just take apart and replace seals or have rebuilt the only option?
Im worried about my new engine and dont want a turbo to take it out, the next question is can i install everything but maybe the wastegate and run it like that or possible another way so i can make sure the turbo is getting oil and everything is working before i boost it at all.
