quick question on V bands

quick question on V bands How are the v band measured?
I would like to V band the hot and cold side of the turbo kit.
If I have a 3inch O.D 2.75 I.D, I should get the 3 inch V band clamp? Would it be better to slide the over the pipe adn weld it or weld it to the end of the pipe.
Sorry kinda a noob to the V band world.

usually the vbands are measured by the OD of the tubing you're using. They usually slip over the end of the pipe and then you weld it together, at least thats how the ones I used last were set up. It's nice because there will be a lip on the inside of the vband itself, and you just slide it on the pipe until it stops and weld away.
