Need help keeping engine cool.
I would try to figure out a way to get the hot air out, then just cut out the center part of the 160 thermostat. Fill the engine with water via where the upper radiator hose connects to the radiator. Then fill the radiator, then quickly connect the upper radiator hose to the radiator with out losing any water.
Then you need to have a good working recovery system. That way the cooling system can pull n any coolant it needs or spit out any that it don't need....
You should be running one relay per fan and the power source coming off the alternator.
Does it take a long time to over heat or short time? Does it get hot quicker when your driving it hard?
Does it over heat when just driving normal and crusing?
How long from the time of start up till it gets over 190 degrees?
Are you sure you got the water pump going the right direction?
Any chance of some kind of blockage in your radiator/hoses/block?
Are you having the ecu turning on the fans or you turning on via a toggle switch?
Who did the tune?

I am using factory relays and wires

Yeah it takes a bit to heat up, when i drive it hard it heats up FAST

sometimes, yeah, traffic is real bad

few minutes maybe? whatever is normal
Are you sure you got the water pump going the right direction?
no, i am not, the thermostat side goes to the bottom of the radiator, and the other side goes to the top.... is this right?
Any chance of some kind of blockage in your radiator/hoses/block?
no chance.
Are you having the ecu turning on the fans or you turning on via a toggle switch?
computer controlled
Who did the tune?
the tune is solid, no worries there. was done by a buddy who tunes for a living.

Also my pipes are swaintech coated and wrapped along with having a vented hood. They help but even before I had the hood or the wrap I wasn't heading up bad. Hold a paper towel in front of the rad to see if the pullers are forcing the towel to suck to the front of the rad.
can i see a picture of under the hood?
are you sure the water pump is good?
Can you try to wire your fans to come on with a toogle switch and relay and not the ecu?
cut a carboard box (strong/heavy duty) to a 12"x12" square. Stick it in the middle of your radiator on the other side of the fans- and turn on the fans and see if the fans can hold up the cardboard square in the center of the radiator.
If it wont up stay against your radiator the fans are not pulling enough. Hopefully you understand what Im describing...
Also while you have a toggle switch (w/relay) hooked up try driving the car with it on all the time. As soon as you see the engine temp about 100 degrees turn them on.
I dont want to knock your tuner at all, but sometimes its not bad idea to get a second set of eyes to see the tune. When all the mechanical parts seem to be working be working, it doesnt hurt to look at the computer side.
I had the same thing happen to me. My car was running hot after driving it 20 minutes or so, the temp would never come down even going down the highway at 60mph when the fans are not needed. If I drove it hard the temp shot up fast, come to find out I somehow changed my tooth angle degrees (it was 79 should be 80 ) in my tune without knowing it. Changed it and it has been fine ever since, but I spent countless hours messing with everything else....
i cant take a pic of the belt routing too easily, but the belt routing is correct, i confirmed that, the pump is turning the same way as my friends factory car
the cardboard is easily held up by the fans...
i have manually turned the fans on before, it does not seem to help
tooth angle degrees? never heard of that.
