Heys guys a have a 4.8 sittin at the house and was wondering. Is it possible to piece together a good turbo kit that can put down about 700 hp for under $2000? I can do the work just curious if tat can be done under that budget.

If you can weld, yes.

That includes hotside, turbo, wastegate, intercooler, coldside, oil feed and drain, and odds and ends.

Definitely use some truck manifolds. Should be able to pick those up cheap. Then you are just looking at the crossover and downpipe for the rest of the hotside. As IronBlocked had mentioned you'll need to put some money toward a fuel system as well. Read the sloppy mechanics page. He always posts best bang for the buck and budget type information.

As others have said....outside of the fuel system and tune yes you can do hard parts yourself for around $2000. Will it be pretty? Doubtful. But if you can weld and are careful, and thorough, you can achieve some good stuff.
