I get it my friend and wasn't intending to be harsh or slam you in any way, so I apologize if it came across that way.
Don't forget about used parts though too, my last turbo build was built with almost entirely used stuff mostly from this forum and it worked out very well.
Lots of guys build a car for a lower HP goal and quickly get bit by the boost bug and want more so they end up selling off lightly used parts to upgrade.
I still peruse the classifieds on here regularly just out of habit lol.

I did look at used parts in my area and couldn’t find what I need, but not a bad idea at all!
Honestly, I was on the fence when buying the VSR stuff, especially the gate but thought to myself “heck, that’s $400 savings compared to the JGS that I can use elsewhere”.
After rereading your post, and others above, I went ahead and pulled the trigger on the JGS regardless if the reference port change makes a difference this evening. The only immediate drawback will be if the flanges for mounting differ.

Yeah troubleshoot the combo first, look at WG and BOV stuff make sure their not leaking or something is pinched.
You can add more spring.
Not sure if you want to do this test, but my combo (5.3, S485) without WG reference will make 14 psi by 7100. A smaller turbo should get to bigger boost quicker than my combo.

I would absolutely troubleshoot it. There's gobs of builds with cheap parts out there that build boost. They may not be the most efficient, but they should build boost.
I would smoke it, and also remove the intercooler to troubleshoot it.
