Default I need help! Anyone with incon kit+ elctronic boost controller please come inside

I have a greddy profec b- spec 2 electronic boost controller and I am having alot of problems with it. If I'm at 2,000rpm and floor the car in third gear it will go up to my desired boost pressure of 7.5 pounds. The problem is when I switch to fourth it spikes to 10 pounds then just drops to 5.5lbs and doesn't come back up to 7.5. can anyone give me some possible reasons for this.

i believe they are being pushed open at 5.5psi. I'd turn the actuator rods in a few turns and that should get you there. I don't have any hoses or anything running to mine...just got the rods turned in pretty good and exhaust forces them open at 15psi.

The exhaust shouldn't be pushing them open because when I nail the throttle from 2,000RPM it builds boost to 7.5psi and holds to redline. It's when I nail the next gear that it jumps to 10psi and then falls to 5.5psi, if they were being pushed open it seems like it should never spike to 10psi, they would just open at 5.5psi. However, if I have to I will turn in the actuator rods. How hard is it to get to the actuator rods to turn them in while the turbos are on the car? I wanted to avoid taking off the turbos if at all possible.
