Weird turbo noise???

Weird turbo noise??? Hey guys,
having some problems with my rear mounted turbo. It's a t-60 with a 0.84 AR exhaust housing. Perfect for my 5.3L.
BUT i just dropped the eagle stroker kit with Wiseco FI pistons. So now it's a 383.
Now, i'm getting intermitten boost. Sometimes i'll work, sometimes it goes just to 0psi on the guage.
When it does this, it also makes a lower frequency sound and seems to resonate through the whole turbo system. Instead of a whistle, it'll make a moan sort of. It doesn't produce any boost either.
Just some theories.
1) Is the metal filings from the new engine getting into the turbo shaft and slowing the impellars down???
2) Is the exhaust housing really restricting the motor and therefore feels like it's slowing it down and not producing boost???
