You can order blowers in varying amounts of noise they put out. They are all tested at the factory and you can request a "loud" one or a more of a "quiet" one.
For example, an ATI D1SC can be fairly quiet on certain cars, but every now and then you come across a real loud one and you'd think it had an F1 under the hood.
As for the "best blower" for the LS1, well that has been debated to exhaustion to no avail. Just do some research on the forum and find what sounds best for what you are trying to accomplish.
