Its my opinion that a reliable and "somewhat" built H/C and N20 package is going to cost you $7K, and thats with building the bottom-end slightly.
A FI set-up is gonna run you between $5-7K for the "tuner kits", which now-a-days seems like everything you need for the install.
Mr. Raymers kit, IMO, seems to give you the best bang for you buck, and doesnt look like it gets anymore complete then that.
MMS in Cali, had a pretty solid deal on ATI kits, and install necessities back in december i believe.
I think that a H/C/N car will go faster in the 1/4 then any of the above two kits with stock displacement.
However the best thing about an FI car is that the power is always there, where-as if you run out of N20, and fill the bottle back up, your basically driving around without insurance when your next race takes place.
