Should VE and MAF be calibrated for 9psi?

Should VE and MAF be calibrated for 9psi? I got my A&A P1sc kit together and finally started doing some driving and logging. I got my IFR table set up to get my 60's working fine-got my pe set up so it hits 11.0 under boost-a little rich but I want to be safer than sorry. Doing all this logging with HP's new MPVI pro and Dynojet's wideband Commander. Car feels kinda lazy though at part throttle-I was wondering if I should do a wideband VE tune then calibrate the MAF for better throttle response under 4000 rpm. I was wondering if this would help the transition from no-boost to boost as well? Also on the pe table should I make the car go to 11.0 as soon as the pedal hits the floor or as boost builds? I mean I don't think the car should be at 11.0 at 2lbs of boost? I just want to get all this down pat before I go 2 bar-thanks!
The lazyness is probly lack of timing in the midrange.Should be 22-24 degree's at 2lbs and I would raise the A/F to 12-1 at that point.
If you switching to 2bar I wouldn't waste too much time on the MAF/VE setup since 2bar will be totally different.
