Default intake elbow problem

I am doing an intake elbow ,and was trying to put a silicone coupler and clamp on the inlet of my blower, and there is a ridge of material that was not machined off, at about 10 or 11 o'clock as you are facing the blower from the front of the car, preventing the silicone from sliding all the way on. My question is, can I safely remove it or is there a danger of grinding through? Has anyone done this? thanks.

Well I have never done it, and I'm not very computer literate. Have you ever saw what I'm talking about? Or are all of the ones you have seen machined all the way around. Its just a place where the tooling rose up as it finished the circle. It has enough room for the hat but not anything wider at all. If its not on other blowers I would assume its just a flaw and I can remove it.
