How much Taxpayer money are you getting?
I'm not in TX, so I can help you with an idea of what you need
.Personally, assuming I had a big wallet I would go turbo. That's some money within itself... You also risk losing A/C, BUT!!!! then again you have a lot of room to work with, and there maybe a turbo kit out there for you already... That's probably just an f & y-body problem we run into..
On top of that, why hasn't anyone mentioned internals? 11psi is a lot of boost. A lot of boost means toasted pistons or broken connecting rods. You'd need some big brakes, because those dinky ones won't stop that much weight at those speeds...
It's all going to add up.. Forced induction is NOT cheap... A supercharger maybe your best bet.. Especially since you probably won't be babying this thing with 2,800k mile oil changes. Intercooled is what you want.. Prochargers are nice... The only drawback is that when your transmission shifts, your boost drops, since a supercharger is belt-driven by your crank. So your topend won't be as nice as the turbo would be...
Also i agree with the STS turbo setup if they make it for that truck. Hell they might make one for bragging rights in this case if they don't! It will really help keep you quiet too. It will be super stealthy till you romp on it, and then it will be pretty stealthy too.
Not sure if you want a whistley *** procharger or not. Soon as people get word out that the whistling tahoe is a cop, you might as well be marked.

I was thinking of putting a sts on my wifes Yukon, she would never know!

at TMS i watched a demonstration of the charger police package, they had a hayabusa running 170 around the track(pro rider), when the bike came out of turn 4, we had a radar gun at turn 1 and he kept a steady 170. the charger was stopped about half into turn 4, by turn 1 he caught the bike, speed never changed.
I have driven TMS in driving school stock cars (used to work for a driving school) and there's no way a narrow tire police cruiser is going to inter turn one at much above 130-135 and make the corner.
