Cooling system advice (fans?)

Default Cooling system advice (fans?)

OK, we've had a hard time keeping the car cool during in town driving. It has an EWP with 160 degree stat, the fan ATI includes with the procharger, and another 9" spal fan. I run a fluidyne aluminum radiator too. On the open road it runs cool, no problem. During stop and go driving it gets warm, not overheating really but it gets hotter than I want. To me, it seems like a fan issue, since it cools fine at speed. If you let it sit and idle it will get hotter and hotter. How can I get more fan in there? Pushers? I have verified the puller fans are going the right way, and all the basic stuff has been covered. I do still have the A/C, but haven't used it because of the cooling issue. I also have added some purple ice to the coolant. Am I correct in thinking the fans are the issue?

A4, no tranny cooler in radiator.
