Default 50mm tial BOV what spring?

My BOV is not working properly. I have the 11psi spring in it. My vacuum at a idle is 9-10. It shoots up to 15 when I let off the gas but the BOV does not open. If it is opening it is not fast enough because I can hear my turbo backing up. Do I go to the weakest 9psi spring? If I understand they way to pick a spring right than the 11psi should be working. What do you guys think?

Silver Spring: 12 PSI - (between -22 and -23 in/Hg)
Silver Spring: 11 PSI - (between -18 and -21 in/Hg)
White Spring: 9 PSI - (between -14 and -17 in/Hg)
Black Spring: 7 PSI - (between -10 and -13 in/Hg)

Im using the 9 psi currently. I haven't tried my 7psi or 11psi yet. I can't test because I can't put the car in boost (untuned on the meth), otherwise you could have my spares to play around with

I called hp and they are sending me a spring that will leave the bov open all the time while in vacuum...
Wouldn't the car just leak out of the BOV the whole time then during vacuum?
