Turbo not get enough air?

Turbo not get enough air? Ok I found out that my pass side turbo intake pipe is pinched right against my k-member leaving oh like a 1inch area to get air. Now I been having a problem with it not peaking where it should but 1000rpm lower. COuld this be from the pass turbo not getting enough air to feed the engine?
