It's certainly possible to build an LT1 car with low mount twins, I had one myself.
I wouldn't say you could "replicate" the APS system as it's rather difficult to manufacture cast iron exhaust manifolds, but you could build something with a similar configuration.

Its been a while since i've looked at your red car but were the turbos mounted in similar fashion high and tight up near the bell housing or were they down near the front of the motor? The manifolds I think would be the easiest part to get around.
