Fuel spraying inside of tank

Default Fuel spraying inside of tank

My car has been down on power. Is this normal? I had someone prime the fuel pump while I had it halfway out of the tank and I could see fuel spraying all over at the bottom of that black peice and the metal line. You can still see where its a little damp.

That is the regulator & it is supposed to leak fuel to control pressure.

Secondly, DO NOT RUN THE PUMP PARTIALLY OUT OF THE TANK.
You are asking for an ambulance ride to the nearest burn unit. The only thing making the pump not cause an explosion due to a spark is the lack of oxygen in the fuel tank because it is displaced by all the fuel vapors. By pulling it partially out of the tank you are giving it the air it needs to cause an explosion.

Yep you got that right. Hope he read this before he did it again or he may be at the burn center already.
