I tested my pump before I installed it just ny hooking up the 2 main wires in the sending unit to it (without it installed) and then turned the key (without starting it) and just listened for it (for about 3-5 seconds so you don't burn it out) . But , I installed my pump through the trunk by cutting a hole .

Just to test it operates (I don't know how it would be verified as optimal), couldn't you sit it in some gas with the wiring connected and put the other end of the wires to the posts of a battery?
