Fuel Filter? or Fuel Pump?

Fuel Filter? or Fuel Pump? my car some time hesitates under hard acceleration.
doesnt always start the first time and sometimes has a rough idle
when taking off from a stop in drive it drops RPMs and tries to die if i let off the gas it fixes itsself.
any ideas on what it might be?
if so how hard is it to fix?
