Changing the FPR on a stock pump help...

Changing the FPR on a stock pump help... maybe im having a brain fart or something but I cant figure out how to get this old fuel pressure regulator off of the bucket assembly. I see the clips and undid them but there is a silver rod that goes through it and I cant get that out. Any ideas?
The reason i'm replacing it is because when I start the car up I have 60psi at idle and as soon as I shut it off the fuel pressure drops to zero. I usually have to prime the pump twice to get it to start and it sounds ghetto so im fixing it. I believe that it is the FPR because of threads that I have read.

Yeah I know what it is but the problem is that there is a metal rod that starts at the top of the assembly and goes all the way down the assembly and it goes right through the regulator. I cant get it to loosen up and come out. This freakin sux. I might just sump the tank and run an external FP and Regulator........
