A fuel cell is a glorified gas tank. Replaces your stock tank and typically mounts at the rear of the vehicle for weight purposes and also typically incorporates a sump. I say typical cause they can come in all shapes/sizes and configurations depending on what the car will be used for. Goggle that ****.

So are they used for racing applications only? Cuz Ive seen some that are mounted up front on the ls1s and are only 1-3 gallons.

A 1-3 gallon fuel cell is more than likely for a separate dedicated fuel system. They are also used for methanol sometimes. They are not necessarily for "racing" applications but one that small certainly has something to do with a power adder.
