fuel pump runs non stop

fuel pump runs non stop Pulled my car out of garage it started and ran fine, I shut it off and worked on my car. Might be just a coincidence my engine bay got pretty wet ( working on car left hood open went inside forgot to close hood and it rained ) I tried starting the car and it wouldn't turn over. I wiped down all the standing water not too much water got down on the engine I have fuel rail covers. I let the car sit a few hours and it still would not start. I looked around and found standing water around injectors and I put paper towels down to soak up water and it would still not start. So I pushed the car into the garage where it sat all week not being run, thinking any water would evaporate by now.
So today I go to start it and it cranks and sound like it almost starts but it doesn't. Tried it a few time still not start but i do notice my fuel pump whines and runs non stop with keys on accessories and runs non stop till i remove the key. I checked the fuses everything looks good, but i have not checked the relays. Does this sound like a relay problem and it not shutting off fuel pump or fuel pump just crapped out? The battery charge is low but it should be enough to start my car but maybe screwing the pump up?
What is ya'lls take on this, i'll prob end up changing relays and then fuel filter hopefully this will fix before moving on to fuel pump.
Also I'll add that i didn't see and water or wet area around the ecm
