Default P0200 problem need help

Hello and thank you all in advance. I don't generally post on here unless I really need help. I'll try my best to get some details. I'm having a very hard time figuring out what is going on with my car. First and foremost it's extremely difficult because my tuner turned off the check engine light for things under 1400 rpms because of the cam that was put in so there is no misfire data on the computer. With the new cam in there I didn't know if the car was misfiring or just the cam. But if I revved it quickly it would almost die out. I have a lq4 atk 408 with ls3 heads and intake as well as a comp cam. The tuner wasn't able to finish the tune because it was losing fuel pressure at wot. I had a new walbro 450, new ls3/ls7 injectors ect. I wasn't sure what it was so I replaced the pump filter lines and put a new regulator on as well as another set of coils and plugs just incase. I dont normally jist throw parts but because of this check engine situation tuned out its a tough situation. I started it up and it seemed to have helped the throttle issue but still having the p0200 code. I checked all the resistance on the Injectors. They all read 12.7. I also had constant power on the power wires. I then hooked a noid light up and all the injector circuits seemed to be working. I checked the pinouts as well for any damage. Im not sure where else to go at this point. The other ly thing I haven't replaced again are the injectors. I bought them from tick performance and didn't think they would be faulty or clogged yet. I haven't even gotten to test drive my car because the car has been to the tuners twice without a successful finish yet. I pulled the plugs and attached a picture here

because 2 of them seemed pretty bad because they had a very small amount of oil of them. Im assuming that means the injector is clogged? These were brand new. I may have to just replace the injectors and see if that helps but if anyone has ANY suggestions please feel free to leave your input. Also Two days later(today) after I replaced those plugs and coils I returned from my trip and fired it up and it's barely holding an idle. It seemed to be idling ok for the minute i had it running after i changed it. Sorry for the long question if it seems choppy and all over the place it's because I kept adding things that I forgot.
Thanks again
